It depends on which ROG Maximus X board you have, the higher end ones like the Formula have a dedicated Flow sensor header on board, whereas the lower end board like the Hero, does not.
It won't necessarily spin freely. There is a certain amount of resistance as the minimum flow rate it'll read is 2.0lpm. Could you ask the customer what they loop entails and if they're having trouble getting the flow meter to read at all?
